Regulations |
Proposals will be accepted from individuals, groups, societies or those from representatives of corporative offices, as long as one proposal leader can be identified who will be the only award winner. When people who work for corporate enterprises present their background, they must provide written evidence from a senior administrative member guaranteeing that the work presented belongs to the person accredited.

The
following are disqualified from taking part in a Contest:
|
a) Best practices delivered after the stipulated date, defined as August 15, 2005.
|
b) People who have taken part in the design of the Contest or those who are direct and active members of the organizing team.
|
| c) Members of the Technical Assessing Committee and the Jury. |
| d) Sponsors. |
| e) Members of the Ibero-American and Caribbean Forum on Best Practices and of the Best Practices and Leadership Program (BLP) of UN-HABITAT. |
| f) Organizations or persons whose principal residence is in Medellín city or in the Valle de Aburrá Metropolitan Area. |
Enrolment in Contest LA6C/BP is free for all categories and all contestants. |
| Application Process |
Submissions to the first Latin-American and Caribbean Competition for the Transfer of Best Practices and the Medellín Award must be made on the official form, which has been validated with the BLP program. Entries will be accepted exclusively by e-mail, as an attachment prepared in Microsoft Word. Entries by other means or in other formats will not be accepted. Additional material, such as photos, video tapes, or newspaper articles, should be submitted by mail to the General Coordination Office at the Habitat Foundation Colombia , by August 15 th 2005 . |
Entrants are responsible for any costs associated with the production and shipping of additional material (e.g. taxes, tariffs, other admissible duties or costs). Only entries received by the deadline will be considered. Images must be presented in JPG files with 300 DPI minimum resolution, for advertising purpose. |
The organization of the Competition and Medellín Award will immediately allot a registration number and provide a receipt for each submission, in the next 15 days from the postulation deadline, by August 15 th 2005 .

Transfers |
To guarantee the transfers to the communities of Medellín and to contribute to their application in concrete projects, nine (9) sectors or node points inside the city are defined as potential transfer targets in which the local administration will develop the so-called City Strategic Projects, of which five (5) sectors will be chosen. |
a) Santo Domingo Santo public library sector, consisting of the Popular and Santa Cruz Communities.

| b) La Quintana public library sector, consisting of the Robledo, 12 de Octubre and Castilla Communities. |
| c) San Javier public library sector, consisting of the 13 Community, San Javier. |
| d) Centro Oriental public library sector , consisting of the Villa Hermosa and Buenos Aires Communities. |

| f) Metroplus Line 1 |
| g) Metroplus Line 2 |
| h) Explora Park |
| i) Medellín downtown |
To ensure the correspondence of the Best Practices correspondence to be postulated for the Contest, contestants may get information from the Local Coordination about the social, economic, environmental and cultural characteristics of the sectors where the transfers in Medellín will be applied. |
The function of the juries and of the Technical Evaluation Committee – TEC – will be to evaluate the relevance of the practices presented in the Contest to the specific local conditions of Medellín, to be able to implement the projects in the communities of the city. |
Other cities of the LAC region or of other regions will be able to follow the transfer processes, have access to information on the prior selection of the 20 practices qualified as Highly Transferable and obtain the contacts necessary to request their services. The practices selected will be disseminated by the Contest Organization to enable their transfer in other contexts of the region. |
The processes of transferring the winning Best Practices will be run, developed and monitored without exception by Medellín Mayor's Office, and will be worked with the origin and target community of the activities guided by the transfers, all in the framework of the Development Plan “Medellín, a Commitment for the Entire Citizenship”.

In the course of the Contest, the General Coordination will disseminate by various means details of the organization of the transfer processes.

| Conditions for Possible Publications |
The Contest Organization reserves the right to publish and spread all the projects and best practices received through the mass media or publications that the organization considers appropriate, with due recognition of the author and corresponding credits.
|
| The authorship of the contest-winning proposals will be recognized in the name of the people listed in the corresponding registration sheet.
|
The authorship of the transfer processes resulting from the first edition of the LA&C/BP Contest and the Medellín Award, will be shared between the winners and the Contest Organization.
|
| Duties and Rights |
Winners commit themselves to transfer the winning project for a community of the city of Medellín , located in a place appointed by the Contest organization. The transfer process includes, besides the attendance of the practice representative at the award ceremony in Medellín, two obligatory visits to Medellín within a 4 month period between December 2005 and April 2006. |
| The professional winners, in turn, have the right to the awards stipulated, to the respective credits and to the use and participation as an expert consultant during the project formulation. |
Those winners who, having received the US$5,000 in cash from the Organization and who fail to comply with attending the transfer process in Medellín, must repay the total value received in period not longer than 30 days, counting from the moment the Organization delivers the money. |
